Harm Reduction and Care in Yining City

Location: Yili Prefecture

Duration: October 2003 to April 2005

Implementing Agency: Yining City Epidemic Prevention Station and Yining City Street Administration Offices

Target Population: Injecting drug users (IDUs) and their families

Goal:

• Reduce stigma and discrimination towards people living with HIV/AIDS (PLWHA) in trial communities;
• Introduce and develop harm reduction strategies in trial communities;
• Reduce drug related harm through needle and syringe exchange programs and condom promotion; and
• Develop a model for home-based care in the community to PLWHA.

Establishment of the Red Ribbon Centre in Urumqi

Location: Urumqi

Duration:October 2003 to April 2005

Implementing Agency: Urumqi Health Education Institute

Target Population: People Living with HIV/AIDS (PLWHA)

Goal:

• The project aims to provide support and assistance to PLWHA, their families and friends through training activities to increase their knowledge of HIV/AIDS and by establishing;
• 24-hour hotlines for counselling services;
• a PLWHA club (Red Ribbon Centre) where PLWHA can meet, discuss issues and share experiences;
• and a referral system to provide free medical and legal advice to PLWHA.

Improving Training and Practice for Clinical Nursing

Location: Urumqi

Duration: October 2003 to April 2005

Implementing Agency: Regional People's Hospital Target Population: Clincial Nurses

Goal:

• Reduce the stigma and discrimination of nurses (approximately 800) in the Regional People's Hospital towards PLWHA and AIDS patients;
• Increase the organisation's capacity to care for PLWHA and AIDS patients; and
• Create a safer working environment.

Mosque-based Interventions to Reduce HIV/AIDS Related Stigma and Improve Access to Care

Location: Urumqi

Duration: November 2003 to November 2005

Implementing Agency: Tianshan District Centre for Communicable Diseases in partnership with the Bureau of Religious Affairs and the Multi-Sectoral Group

Target Population: Religious leaders (imams) and their followers

Goal:

• Raise the awareness of HIV/AIDS among imams and their followers;
• Reduce the stigma and discrimination of the community towards PLWHA;
• and Create a better living environment for PLWHA in the community.

Promoting Condom Use among Commercial Sex Workers through Condom Promotion and Peer Education

Location: Urumqi, Yili and Kashgar

Duration: November 2003 to December 2005

Implementing Agency: HIV/AIDS and STI Control and Prevention Center, Regional Center for Disease Control and Prevention

Target Population: Commercial Sex Workers, Clients of commerical sex workers and Owners of public places for recreation and bathing.

Goal:

• The objective is to reduce the transmission of HIV/AIDS and sexually transmitted infections (STI) among CSWs and their clients by promoting condom use, standardising STI treatment and establishing HIV/AIDS/STI voluntary counselling and testing services.

Comprehensive Survey of the Epidemic of HIV/AIDS in Kashgar

Location: Kashgar

Duration: November 2003 to February 2004

Implementing Agency: Regional Centre for Disease Control

Target Population: Injecting Drug Users, Commercial Sex Workers, Pregnant Women, Clients of STI Clinics and Outpatients of hospitals

Goal:

• The goal of this project is to understand the extent of HIV/STI infection and behavioural trends related to the transmission of HIV and to provide scientific data for further intervention and care in Kashgar Prefecture.

HIV/AIDS Curriculum Development for Medical Students

Location: Urumqi

Duration: December 2003 to June 2005

Implementing Agency: Target Population:

Goal:

• The objectives of this project are to reduce the stigma and discrimination of medical students towards PLWHA, build their capacity in HIV/AIDS prevention and intervention and build the capacity of medical practitioners in HIV/AIDS diagnosis and treatment.

Two Levels of HIV/AIDS Education for Education Leaders and Teachers in Urumqi, Yili and Kashgar

Implementing Agency: Xinjiang Regional Department of Education, working with Xinjiang Medical University and Education Bureaus of Urumqi City, Yili and Kashgar Prefectures

Target Population: Secondary and Primary School Children

Goal:

• Obtain the support of school principals and teachers to provide HIV/AIDS health education;
• Change the attitudes and behaviour of school principals and teachers towards PLWHA and their children;
• Develop a work plan for HIV/AIDS prevention for each selected school;and
• Improve teaching skills of teachers in HIV/AIDS
